Your Challenge

As Monitoring & Evaluation (M&E) Officer you are a creative and forward-thinking individual who supports the development and strengthening of the global Planning, Monitoring & Evaluation (PM&E) system for War Child Holland (WCH), aiming to deliver quality interventions to affected populations. You do this under the guidance of the PM&E Specialist and with colleagues across departments and one of your goals is to promote enthusiasm for data-driven decision-making and contribute to learning. As M&E Officer you do this by developing and supporting the use of the M&E tools necessary for the delivery of high quality programs, including digitalization of M&E processes and conducting analysis at a global level. You also support the development, training, roll out and running of an updated Global Monitoring Framework (GMF) package based on learning from internal feedback on tools, sector practice/research and an organization-wide consultation of data needs.

As M&E Officer you are part of the Program Quality team and you report to the Planning, Monitoring & Evaluation Specialist. This role is based in in War Child Holland’s office in Amsterdam.


Your Responsibilities

  • Contribute to creating a centralized library of electronic data collection tools (i.e. using KoBoToolbox or similar) and automated process options for scoring and analysis of tools
  • Extract and analyze relevant data at a global level and prepare reports
  • Prepare infographics, data visuals and other communication tools
  • Facilitate engagement and collaborative projects with M&E colleagues via various communication channels (i.e. using Work Place, Microsoft Teams etc.)
  • Support the review and improvement of all aspects of the organizational GMF package, including:

- Analyze feedback on GMF tools as a basis for an updated desk review of existing tool alternatives per thematic area

- Conduct research on and take part in developing data collection tools, particularly qualitative and participatory options to complement the existing set of tools

- Update the GMF guidance, tools and scoring/analysis templates based on revision

- Conduct training on updated GMF package for all M&E staff online or in person

  • Organize and co-facilitate a Global M&E workshop
  • Participate in assessments related to Quality Assurance and global evaluations as needed
  • Represent War Child as needed in external and networking events.


Your Profile

  • Academic background in Data Analytics / Science, Economics, Econometrics, IT, Applied Mathematics, Statistics or equivalent
  • Minimum 3 years of work experience in Data Analysis, Knowledge Management, IT, M&E or similar
  • Knowledge of performance measurement, indicator setting and developing related plans strongly preferred
  • Experience in varied evaluation methods, tool development and facilitation
  • Familiarity with aid sector preferred, transferable skills from a different sector will be considered
  • Demonstrated experience using open source tools such as KoBoToolbox, ODK Collect, and knowledge of PowerBI or similar a strong advantage
  • Experience using statistical packages (Stata, SPSS) preferred
  • Advanced knowledge and use of MS Word, Excel, PowerPoint
  • Analytical and critical thinker with problem solving skills / solution-oriented, a team player, proactive
  • Strong communication skills and a great sense of humor
  • Fluent in English, knowledge of Arabic, French or Spanish preferred
  • Fully support War Child’s mandate and mission
  • Willingness to travel
  • Available for 32 hours per week.
  • EU resident or in possession of EU work permit.

  • Salary range from €2707 to €3366 gross per month, based on 40 hours per week (the exact step determined by the years of your relevant working experience)
